AYA was happy to have participated in the Groundbreaking Ceremony for the new Lotus Salon Building in Stoughton, WI. AYA has worked with Supreme Structures and the owners of Lotus Salon on this design build project over the past 6 months.
A 2016 APWA-Wisconsin project of the year award was received by Angus Young Associates, Inc. and the City of Middleton for the newly completed Middleton Municipal Operations Center. The Wisconsin Chapter of the American Public Works Association (APWA) presented the award at their spring conference.
The City of Middleton is approaching nearly one year of occupancy in the new Municipal Operations Center, which includes over 95,000 square feet of temperature controlled vehicle storage, municipal shops, vehicle maintenance and office areas. In addition, a road salt storage facility, DOT Park and Ride lot, paved bike trails, and a 20,000 square foot unheated storage building with a recycling drop off center were also completed.
The Municipal Operations former site, adjacent to Highway 12 and Century Avenue, has since been cleared for new development. Aging facilities and the need for more space to meet the growing requirements of the City were the primary reasons to move operations. Sale of the site and the potential tax revenue from future development were also factors in the decision to relocate.
Over 20 sites within the City were considered. Ultimately, an agreement was made with WisDOT to redevelop an existing Park and Ride site located on the North side of Middleton along Parmenter Street.
Design work commenced in 2012. A compact site would need to accommodate a multitude of buildings and operational functions. Sloping site topography added complexity to the design challenge. The design consultant team of Angus Young & Associates and Batterman Engineering assisted the City in addressing these challenges and fulfilling the project requirements outlined by the City.
Construction began in the Spring of 2014, led by General Contractor Newcomb Construction. The building’s 12” thick exterior concrete walls were manufactured on site. Large window openings were formed into the concrete panels allowing natural daylight to fill the interior spaces. A roof top solar array field, community recycling center, and extensive storm water management systems are just a few of the many sustainable design features the new facility incorporated.
The site development and construction process were carefully phased to permit the ongoing operation of the existing DOT park and ride lot, prior to relocation. Disruption to road traffic, which surrounds the site, was also minimized. Only the relocation of the City’s 4200 S.F. salt storage facility to the new site required the brief closing of a few local streets.
